Yes, they're drop-down chains. I think they installed them on all Portland busses sometime between 1995 and 1998. I can't remember the exact year, but it was all over the news. It was after we'd had some pretty big ice storms and a few snow storms that demonstrated how ill-prepared Portland is for really bad weather.

So they just lower them down and they drag on the ground, slowing the bus down? It's not like the actually wrap around the tires or anything? Or does the bus driver have to stop and "chain up?"
